NorthAmerican Transportation Association is a Transportation Benefits Organization (TBO) established in 1990 primarily as a drug testing consortium in California under the name of Southern California Truck Owners and Independent Operators Consortium and reincorporated in Nevada in 1992. Since then the organization made the Public Utilities Commission and California Highway Patrol's recommended list of approved drug testing programs and it's membership grew over the years to the second largest association with over 5000 members just in California and so did the need for it's services. As a result, in 1991 we added a benefits package which helped provide, maintain and enhance the quality of life for Independent Truck Drivers and their families with information and advice on products, services, health and personal finance that is necessary for them to succeed in the transportation business.
Due to demand, we have added independent salespersons and safety consultants in both Northern & Southern California and have expanded our membership to all 48 states to include all small trucking companies, small private fleets, and all other small transportation-related businesses who use vehicles of all types in their business. We currently have opened independently operated offices in California, Texas, and Pennsylvania to handle our other 6000 plus members and have plans to expand in other key states.
We now take pride in serving thousands of members nationwide from companies in the following diverse industries; religious organizations, construction, intermodal trucking, general trucking, septic tank, taxi, tour buses, fire suppression, recycling, pallet, food, lighting, lumber, distribution, and leasing.
The significant growth of the association can be directly linked to its willingness to listen and respond to its members needs and concerns. Our 6000 plus members have drivers based from Mexico to Washington on the West Coast, through the Midwest states of Kansas, Missouri, Illinois, Indiana, and Ohio to the East Coast from Vermont down to Florida.

OUR MISSION
Our mission is two fold. First, to provide the independent trucker and small private fleets with the tools needed to survive and succeed as small business owners and Second, to help the motor carrier maintain the necessary relationship required by the IRS and still make available a wide array of services their independent contractors would not otherwise be eligible for.
KNOWLEDGEABLE ADVOCATE
In 1996, we acquired the services of Wayne Schooling as Western Regional Safety Manager. In 1997, Mr. Schooling was promoted to Executive Director. In 1998, the Board of Directors voted Mr. Schooling President and CEO of SCOOC Inc. In March 1999, we joined the Drug and Alcohol Testing Industry Association. In April 1999, we changed our name to NorthAmerican Transportation Association to better reflect the members we serve.
Mr. Schooling was formerly in charge of the Safety Office in Southern California for the California Trucking Association, answering questions from the membership regarding state and federal safety regulations as well as representing the industry at various meetings throughout the state.
He holds a Certificate of Training in Substance Abuse issued by the United States Department of Transportation, Transportation Safety Institute. He also has training in Hazardous Materials and Hazardous Waste. He was on the Government Relations Committee of the Drug and Alcohol Testing Industry Association
Prior to this industry position, he was Director of Safety for four trucking companies in the Long Beach area. He was on the Board of Director of The Harbor Transportation Club in Los Angeles and was listed with Technical Advisory Service for Attorneys (TASA) and Due Diligence as an expert witnes. He was registered as a Safety Consultant for Professional Safety Consulting, Inc., Lincoln, NE. He is currently a contributing staff writer for 10-4 Express magazine and has a monthly column at LAYOVER.COM and TruckingSuccess.com on the Internet.
